Responsible for a number of strategic initiatives enabling an enterprise-wide information environment that is secure, resilient, mobile and cost effective. Significant focus on developing policy and governance structures as well as building business cases for investing in new solutions.

Scope included strategic planning, policy development; business case development and new management structures regarding wired and wireless platforms providing classified and unclassified voice, video and data services on Navy and Marine Corps networks.

• Developed the DON enterprise mobility strategy and saved $20M per year in cellular costs through baseline analysis, policy development and a strategic acquisition program.

Reviewed and analyzed in depth a broad range of major IT investments and enterprise architectures across all Department sub-agencies. Prepared status reports to support actions to continue to fund, de-fund, or refine the program in question depending on its performance to date, remaining challenges and compliance requirements.

Led industry-funded 501(c3) non-profit organization with a mission to educate and advocate for the adoption of innovative solutions throughout the federal government. Deployed pilots and proof-of-concepts to agencies via public-private partnerships.

Led city’s IT organization of 100 internal staff with an additional 50 matrixed in via external agencies. Served a diverse user base across more than 50 agencies. Developed a strategic focus for the CIO role which addressed global city priorities (education, public safety, economic development) in addition to the traditional IT responsibilities.
