Business Plan for Breakthrough Private Equity Project

I am seeking help in writing a business plan for a breakthrough liquid private equity beta product. We've developed a structure that allows for direct investment in a diversified portfolio of private equity investments. Once fully invested, we plan on taking the entity public. Why is this important? Because it will allow investors of all types (not just high net worth investors) access to the historical return premiums provided by private equity. The Carlyle Group Co-founder, David Rubenstein (whom I worked for) referred to this as the "Holy Grail" of private equity. My business partner and I are looking for a 20-25 page business plan with associate pro-forma financials. Our target completion date is May 1. I will provide a full business plan outline and will assist with research. I'd prefer someone in the San Francisco Bay Area so that I may meet with them - at least initially. This project is highly confidential so I will need an NDA before proceeding.
